Some energy records are money, not places. A programme funds work across many provinces. A budget project pays for one scheme. A work package is a single procurement lot inside it. None of the three sits at one point on the map, so all three live here instead of in the atlas.
A package budget already sits inside its parent budget project, so the two do not add together. Programmes are reported in the lender currency.
